New Turn Timer Issues

Several game admins have reported issues with the turn timer not updating all the time, even with the new uploader tool.
I believe this to be a problem with the way I am converting the timer to a date, and the use of timezones on this website.
I am actively looking into it in my free time, and any logs you can send over would be extremely helpful in diagnosing this properly.
